In The Name of Allaah, The Most Merciful, The Bestower of Mercy.
Firstly, if Hasan Hasan is a Christian, a militant secularist, a vile modernist or a Munaafiq seeking to slander Salafiyyah and the Salafiyyoon, then indeed we remind him of the statement of his Lord in the final revelation:
يُرِيدُونَ أَن يُطۡفِـُٔواْ نُورَ ٱللَّهِ بِأَفۡوَٲهِهِمۡ وَيَأۡبَى ٱللَّهُ إِلَّآ أَن يُتِمَّ نُورَهُ ۥ وَلَوۡ ڪَرِهَ ٱلۡكَـٰفِرُونَ
هُوَ ٱلَّذِىٓ أَرۡسَلَ رَسُولَهُ ۥ بِٱلۡهُدَىٰ وَدِينِ ٱلۡحَقِّ لِيُظۡهِرَهُ ۥ عَلَى ٱلدِّينِ ڪُلِّهِۦ وَلَوۡ ڪَرِهَ ٱلۡمُشۡرِكُونَ
They want to extinguish Allah’s Light (with which Muhammad has been sent – Islamic Monotheism) with their mouths, but Allah will not allow except that His Light should be perfected even though the Kafirun (disbelievers) hate (it). It is He Who has sent His Messenger (Muhammad ) with guidance and the religion of truth (Islam), to make it superior over all religions even though the Mushrikun (polytheists, pagans, idolaters, disbelievers in the Oneness of Allah) hate (it). [Surah At-Tawbah. Aayah 32-33]
Allaah [The Most High] said:
لَتُبۡلَوُنَّ فِىٓ أَمۡوَٲلِڪُمۡ وَأَنفُسِڪُمۡ وَلَتَسۡمَعُنَّ مِنَ ٱلَّذِينَ أُوتُواْ ٱلۡكِتَـٰبَ مِن قَبۡلِڪُمۡ وَمِنَ ٱلَّذِينَ أَشۡرَكُوٓاْ أَذً۬ى كَثِيرً۬اۚ وَإِن تَصۡبِرُواْ وَتَتَّقُواْ فَإِنَّ ذَٲلِكَ مِنۡ عَزۡمِ ٱلۡأُمُورِ
You shall certainly be tried and tested in your wealth and properties and in your personal selves, and you shall certainly hear much that will grieve you from those who received the Scripture before you (Jews and Christians) and from those who ascribe partners to Allah, but if you persevere patiently, and become the pious, then verily, that will be a determining factor in all affairs, and that is from the great matters, [which you must hold on with all your efforts]. [Surah Aal Imran Aayah 186]
Secondly, if Hasan Hasan is a misguided Muslim or one seeking fame and is amazed with his views, then indeed we remind him that the Messenger [sallal laahu alayhi wasallam] said:
“Whoever accuses a believer of something that is not true, Allaah will make him dwell in flowing pus on the Day of Judgement”.
[Saheeh Al-Jaami]
The Messenger of Allaah [sallalaahu-alayhi-wasallam] said:
“When the son of Adam wakes up in the morning, all the limbs humble themselves before the tongue and say: ”Fear Allaah for our sake, (for) we are with you; if you are upright, we will be upright; and if you are crooked, we will become crooked”. [Ref 1]
The Messenger [sallal-laahu-alayhi-wasallam] also said:
“Whoever can guarantee (the chastity of) what is between his two jaw bones and what is between his two legs (i.e. his mouth, his tongue and his private parts), I guarantee Paradise for him”. [Ref 2]
Imaam Abdul-Azeez Bin Baaz (rahimahullaah) said:
“This requires two affairs: a lot of remembrance (of Allaah), keeping away from the gatherings of heedlessness and doubts, and from that which will result in nonsense speech”. [Ref 3]
Observations and Briefs Comments On Hasan’s Hasan’s Ideas
[1] Hasan Hasan said:
“As part of research involving in-depth interviews with Isis members for a book about the organisation, American analyst Michael Weiss and I have identified half a dozen categories of Isis members according to the factors that drew them to the group. In at least two of those categories, religion more than anything else has been the driving force”.
Observation and Comments: Regarding Hasan Hasan’s statement, “In at least two of those categories, religion more than anything else has been the driving force”, we say, “Yes indeed, ISIS’s propaganda is that which drew people to the group. This is the case regarding the callers to religious innovations, for indeed they misguide the common people. This is why the upright scholars of Islaam continue to warn against the figureheads of religious innovations, just as the companions of Muhammad [sallal laahu alayhi wasallam] rebuked and rejected those who initiated ISIS’s methodology in the name of piety. Ibn Abbaas [radiyallaahu-anhumaa] said to the khawaarij, “I have come to you from the companions of the Prophet (sallal-laahu-alayhi-wasallam)-from the Muhajiroun and the Ansar, and from the son of the uncle of the Prophet (sallal-laahu-alayhi-wasallam). The Qur’an was sent down upon them (i.e. in their time) and they are more knowledgeable concerning it than yourselves, and there is not a single one of them amongst you; and so that I may inform you of what they say and inform them of what you say. So some of them (i.e. khawaarij) said: Do not debate with the Quraish, for indeed Allaah said: [بَلْ هُمْ قَوْمٌ خَصِمُونَ] Nay! But they are a quarrelsome people [Soorah Az-Zukhruf Ayah 58] Ibn Abbas said: I have never seen a people who exerted themselves in worship more than them(i.e. khawaarij). Their foreheads were scared due to prostration (in prayer at night)….etc Then some of them said: We shall speak to him and see what he says. [After the debate two thousand of them left their misguidance and the rest remained upon their misguidance. They came out fighting, so the Muhaajiroon and the Ansaar fought them]. [Ref 4]
Shaikh Saaleh al-Fawzaan (may Allaah preserve him) said:
The khawaarij were not misguided and misguiding others with their intellects and fear of Allaah, except that they disassociated themselves from the scholars and depended on their own understanding and that of those similar to them. They took instructions from one another, and thus they caused harm to themselves and to the ummah. This is the result of disassociating from the scholars. [Ref 5]
Therefore, this is one of the main paths to misguidance, because they depend on one another and abandon the advice of the rightly guided scholars of the Muslim Ummah.
[2] Hasan Hasan said:
“But these two demographic components – long-standing takfiris (radicals who adhere to teachings that declare fellow Muslims as infidels) and young zealots – are more central for Isis than other members because they formulate the group’s identity and ensure its resilience. In addition, the appeal of Isis outside its conflict zones tends to be primarily ideologically driven”.
Observation and Comments: Yes indeed, ISIS are Takfeeris and this has always been the case with every group – in the past – that followed their methodology. Even the companions of Muhammad [sallal laahu alayhi wasallam] were not safe from this transgression of theirs. Their path is a religious innovation [Bidah] just as Shaikhul Islaam Ibn Taymiyyah [rahimahullaah] stated: “The Khaawarij were the first to declare Muslims to be disbelievers due to their sins. Anyone who disagreed with their religious innovations was declared a disbeliever and they declared lawful the spilling of blood and the confiscating wealth. This is the situation of the people of religious innovation- they initiate some religious innovation and then excommunicate whoever disagrees with them”. [Ref 6]

[3] Hasan Hasan stated:
“You first get the basics about religion,” said Abu Moussa, an Isis-affiliated religious cleric in eastern Syria but originally from Aleppo. “They cleanse you from religious innovations and Ba’athist ideas. Issuing fatwas is restricted to clerics and nobody can kill without a fatwa unless in the battlefield. You also study Arabic and learn how to speak in standard Arabic if you don’t know.”
Observation and Comments: We say to Hasan Hasan, “Yes indeed, ISIS cleanse one religious innovation with another religious innovation, just as Shaikhul Islaam Ibn Taymiyyah [rahimahullaah] said: “The people of bidah, such as the khawaarij, they initiate an innovation [in the religion], excommunicate the one who opposes them and declare lawful the shedding of his [i.e. opponent’s] blood. These people [i.e. people of bidah] refute the bidah of each other, whilst he [i.e. the refuter] is also an innovator; so he refutes a bidah with another bidah, and falsehood with another falsehood”. [Ref 7]
[4] Hasan Hasan said:
Clerics in charge of religious training at Isis, known as sharii, are mostly academically qualified and have longstanding experience within the organisation’s ranks. Isis also relies on young clerics who have recently joined its ranks to compensate for the shortage of imams to cover the approximately 20 mosques in every town that falls under its control.
Observation and Comments: Firstly, we ask Hasan Hasan, “Who amongst the well-known upright scholars of the Muslims has given recommendations to those shariis?! Indeed, just as Hasan Hasan is not qualified to speak about Salafiyyah, then likewise those shariis are not considered qualified until one of the upright scholars certify their knowledge and understanding.
Secondly, even if a person is qualified to teach Islaam but he is deviated, then indeed nothing is taken from him because he is not trustworthy. Imaam Muhammad Ibn Saaleh al-Uthaymeen [rahimahullaah] said:
Imaam Muhammad Ibn Saaleh Al-Uthaymeen [rahimahullaah] also said:
It is possible for a person to come, holding the certification of a doctorate (PhD), and take up the position of teaching in the faculties and universities, yet he is the most ignorant of people. And if a secondary grade student came, he would be better than him (in understanding and knowledge). And this is witnessed, observed (nowadays), there is to be found now one who holds the certification of a doctorate yet he knows absolutely nothing of knowledge. Knowledge, understanding (ilm, fiqh) is something granted and bestowed by Allaah as a favour and bounty and is not necessarily attained through certifications and passing through institutions. [Ref 8]
Shaikhul Islaam Ibn Taymiyyah [rahimahullaah] stated in Ar-Radd Alal-Bakri regarding pseudo scholars:
These ones [i.e. Bakri and others like him] have a religious and righteous appearance, but they are not from the people of knowledge- those who [possess] knowledge of the rulings of the religion, whose statements are accepted regarding the prescribed duties in Islaam and knowledge [regarding] what is lawful and unlawful. They [i.e. Bakri and those like him] neither have any legislated proofs with them nor a transmitted (text) from an approved scholar. [Ref 9]
Thirdly, we inform Hasan Hasan that the affair related to giving verdicts is a mighty affair and ISIS are not worthy of it.
Amr bin Al-Aas [radiyallaahu anhu] narrated that he heard Allaah’s Messenger [sallal laahu alayhi wasallam] saying, ‘’If a Mujtahid gives a verdict according to the best of his knowledge and his verdict is correct, he will receive a double reward, and if he gives a verdict according to the best of his knowledge and his verdict is wrong, even then he will get a reward.’’ [Bukhari Number 7352]
Few Reminders From The Above Hadeeth
[a] A Mujtahid is not deprived of reward. [b] The judgement of a non-Mujtahid is different from that of a Mujtahid. Shaikhul Islaam Ibn Taymiyyah [rahimahullaah] said that the one who speaks about the religion without knowledge and out of ignorance [is guilty of] lying and sinning. The one who intentionally speaks to oppose the truth is threatened with entry into the fire of hell, as opposed to the affair of the one who speaks based on permissible Ijtihaad, for indeed he strives, fears Allaah as much as he is able, desires to seek knowledge as much as he was able, speaks for the sake of Allaah, knows the stronger proof and speaks based on that. This person is given two rewards if he is correct; but if he is mistaken, he receives one reward. [c] A Mujtahid can be correct or mistaken. [Ref 9.1]
Shaikh Rabee Bin Haadee [hafidha-hullaah] said: ”We do not say that there are people of ijtihaad amongst ahlul bidah because they are followers of desires, and Allaah and His Messenger have testified to this. The misguided innovator stirs up discord and errs, and then says to you, ‘This is ijtihaad’. When Hikmatiyaar and the misguided parties [in Afghanistan] murdered Shaikh Jameel Ur-Rahmaan, they said: ‘This is ijtihaad.’ They [ahlul bidah] do not fall into an affair of misguidance or a calamity except that they say, “This is ijtihaad.” This is [tantamount] to diluting Islaam, falsehood, misguidance, bidah and confounding truth with falsehood, when the mistakes of the [true and qualified scholars of ijtihaad]- for which they are rewarded- are placed at the same level with innovation, about which the Messenger [sallal-laahu-alayhi-wasallam] declared to be destined for the hell fire. [Ref 9.2]
[5] Hasan Hasan said:
It [i.e. ISIS] often uses imams with limited religious training to speak at pulpits across eastern Syria and western Iraq, where mosques had typically been controlled by Sufis from the Naqshbandi order or its Khaznawi branch before Isis arrived”.
Obseration and Comments: Naqshbandis are proponents of religious innovations – Soofi deviants! Even though people say that there are no Soofi Jihaadists, however here is an exception:

[6] Hasan Hasan said:
“(Isis also uses local imams to pit local residents against each other as part of its divide and rule strategy)”.
Observation and Comments: This is why they are call ahlul bidah wal furqah [the people of religious innovations and splitting].
Allaah [The Most High] said:
وَأَطِيعُواْ ٱللَّهَ وَرَسُولَهُ ۥ وَلَا تَنَـٰزَعُواْ فَتَفۡشَلُواْ وَتَذۡهَبَ رِيحُكُمۡۖ وَٱصۡبِرُوٓاْۚ إِنَّ ٱللَّهَ مَعَ ٱلصَّـٰبِرِينَ
And obey Allah and His Messenger, and do not dispute [with one another] lest you lose courage and your strength depart, and be patient. Surely, Allah is with those who are As-Saabireen [the patient ones, etc.]. [Surah Al-Anfaal Ayah 46]
[وَأَطِيعُواْ ٱللَّهَ وَرَسُولَهُ ۥ – And obey Allah and His Messenger]: Meaning: obey Allaah and the Messenger in that which you have been commanded, [and keep away from everything forbidden by Allaah and His Messenger], and adhere to this path in all circumstances. [وَلَا تَنَـٰزَعُواْ – and do not dispute (with one another)]: Meaning: Do not dispute because it will cause your hearts to become disunited; [Ref 1] [فَتَفۡشَلُواْ – lest you lose courage]; [وَتَذۡهَبَ رِيحُكُمۡۖ – and your strength depart]: Meaning: [If you do not obey Allaah and His Messenger, and you start disputing], your resolve will depart. You will lose your strength and the promise you have been given that you will be aided -due to obedience to Allaah and His Messenger- will be withdrawn.
[وَٱصۡبِرُوٓاْۚ إِنَّ ٱللَّهَ مَعَ ٱلصَّـٰبِرِينَ – and be patient. Surely, Allah is with those who are As-Saabireen (the patient ones, etc.)]: Meaning: Exercise patience in obedience to Allaah [and obedience to His Messenger], for indeed Allaah will aid you and give you victory. Fear your Lord and humble yourselves to Him. [Ref 10]
Al-Allaamah Zaid Bin Haadi Al-Madkhali [may Allaah preserve him) said:
‘’The Mubtadi [the innovator] is the cause for the splitting (in the ummah); because splitting is connected to innovation and unity [upon the sound creed and methodology of the Salaf] is connected to the Sunnah. The obligation of refuting the Mukhaalif [the opposer of the truth] is not lifted from the scholar due to anticipation of harm, unless it is harm he is not able to bear. Then [in this case], Allah does not burden a soul beyond what it can bear. The earth is not devoid of people of knowledge who will carry out refutation against the Mubtadi and the Mukhaalif.” [Ref 11]
Al-Allaamah Saaleh Al-Fawzaan [may Allaah preserve him] said:
The cause of the differences that take place between the callers is the differing in methodologies. And had the callers (may Allaah guide them and grant them success) traversed a singular methodology; and that is the methodology of the Messenger [sallal-laahu-alayhi-wasallam]– that which the Messenger (sallal-laahu-alayhi-sallam) and his companions were upon, then these differences would not have occurred. Therefore, it is obligatory upon all the callers to make their methodology one–upon the Book of Allaah and the Sunnah of the Messenger of Allaah (sallal-laahu-alayhi-wasallam); and that their call is (carried out) for the sake of Allaah and to make the word of Allaah uppermost. Their call should not be for the sake of desires, raising individuals or parties; rather their call should be sincerely for Allaah’s Face, to make Allaah’s word uppermost, to follow the Messenger of Allaah (sallal-laahu-alayhi-wasallam) and to aid his Religion. (So) by way of this the differences will cease.[Ref 12]

[7] Hasan Hasan said:
“These imams are generally asked to preach about three key concepts that are shared by all Salafi and jihadist groups, but Isis has its own take on their functionalities, namely tawhid (strict monotheism), bida’a (deviation in religious matters) and wala wal baraa (loyalty to Islam and disloyalty to anything un-Islamic)”.
Observation and Comments: Once again Hasan Hasan presents his poisonous views, satanic analysis and fradulent comparisons! Firstly, he is desperately seeking to split Salafiyyah and we have already addressed this affair in part 2. Revisit this link and read Shaikh Abu Khadeejah’s robust clarification:
Secondly, Tawheed, Bida’a and Walaa Wal Baraa are affairs in the religion which every Muslim must establish. They are not key conceptions, but rather they are affairs of Aqeedah [Sound Creed Based On The Final Revelation – The Qur’aan and The Authentic Sunnah].
Thirdly, as for Hasan Hasan’s statement “Strict monotheism”, then indeed this is another deceptive way of seeking to dilute this affair, so that the reader is left with the impression and illusion that there is a strict monotheism and its oppiste etc Rather Tawheed is the foundation of the religion of Islaam and should be understood and implemented in the manner it was understood and implemented by the Messenger [sallal laahu alayhi wasallam] and his companions[radiyallaahu-anhum]. Fourthly, as for Bida’a, then indeed Muslims are commanded by Allaah and His Messenger [sallal laahu alayhi wasallam] to adhere to the authentic Sunnah and the understanding of the companionsm, and distance themselves from all the deviant sects. As for Wala wal baraa (loyalty to Islam and disloyalty to anything un-Islamic), then indeed there is no doubt that this is required of every Muslim. Abu Umaamah [radiyallaahu-anhu] narrated that Allaah’s Messenger [sallal laahu alayhi wasallam] said, “Whoever loves for the sake of Allah, hates for the sake of Allah, gives for the sake of Allah, and withholds for the sake of Allah has perfected the faith.” [Ref 12]
Therefore, this Walaa Wal Baraa is to be established by all Muslims, but neither does it warrant oppression nor is it implemented based on the satanic understanding of ISIS and their Ilk. Shaikh Saaleh Al-Fawzaan [may Allaah preserve him] says:
Indeed, Allaah created [Jinn and humankind] and gave them an innate disposition to recognise Tawheed, obey Him and worship Him alone; but they differed – some of them believed and others disbelieved. Allaah said: [هُوَ ٱلَّذِى خَلَقَكُمۡ فَمِنكُمۡ ڪَافِرٌ۬ وَمِنكُم مُّؤۡمِنٌ۬ۚ – He it is Who created you, then some of you are disbelievers and some of you are believers]. [64:2]
Allaah wishes Eemaan and well-being for them, but shaytaan and the callers to evil wish disbelief and evil for them. Allaah [The Exalted] said:
يُرِيدُ ٱللَّهُ لِيُبَيِّنَ لَكُمۡ وَيَہۡدِيَڪُمۡ سُنَنَ ٱلَّذِينَ مِن قَبۡلِڪُمۡ وَيَتُوبَ عَلَيۡكُمۡۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ۬
وَٱللَّهُ يُرِيدُ أَن يَتُوبَ عَلَيۡڪُمۡ وَيُرِيدُ ٱلَّذِينَ يَتَّبِعُونَ ٱلشَّہَوَٲتِ أَن تَمِيلُواْ مَيۡلاً عَظِيمً۬ا
Allaah wishes to make clear (what is lawful and what is unlawful) to you, and to show you the ways of those before you, and accept your repentance, and Allaah is All-Knower, All-Wise. Allaah wishes to accept your repentance, but those who follow their lusts, wish that you (believers) should deviate tremendously away from the Right Path.’ [4:26-27]
And due to this, Allaah sent the Messengers, revealed the Books and established His Proofs; so, there are those amongst humankind who accept the truth and embrace Eemaan by choice, and there are those who reject the truth and embrace disbelief by choice. Indeed, Allaah has laid down the differences between the Muminoon and the Kaafiroon in this life and the next, and He forbade that the two groups are made equal. Allaah [Glorified be He and free is He from all imperfections] has set out recompense and judgment for each of the two groups in this life and the next. He has given a distinguished name to every group; such as [Mumin – believer], [Kaafir- disbeliever], [Barrun- upright/righteous one], [Faajir – evildoer], [Mushrik- Polytheist], [Muwahhid- Monotheist], [Faasiq- sinner], [Munaafiq- hypocrite], [Mutee’un – an obedient one] and [Aasee- a disobedient one]. And He [Glorified be He and free is He from all imperfections] forbade that equality is made between these differing names and attitudes. Allaah said:[أَمۡ حَسِبَ ٱلَّذِينَ ٱجۡتَرَحُواْ ٱلسَّيِّـَٔاتِ أَن نَّجۡعَلَهُمۡ كَٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّـٰلِحَـٰتِ-Or do those who earn evil deeds think that We shall hold them equal with those who believe (in the Oneness of Allaah Islamic Monotheism) and do righteous good deeds]. [45:2]
And Allaah said: [ أَمۡ نَجۡعَلُ ٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّـٰلِحَـٰتِ كَٱلۡمُفۡسِدِينَ فِى ٱلۡأَرۡضِ أَمۡ نَجۡعَلُ ٱلۡمُتَّقِينَ كَٱلۡفُجَّارِ – Shall We treat those who believe (in the Oneness of Allaah Islaamic Monotheism) and do righteous good deeds, as Mufsidoon (those who associate partners in worship with Allaah and commit crimes) on earth? Or shall We treat the Muttaqoon (the pious ones), as the Fujjaar (criminals, disbelievers, wicked, etc)’ [38:28]- meaning: We have not made them equal because that does not befit Allaah’s Justice.
Should we abandon the words [Kufr, Shirk, Kuffaar and Mushrikeen] found in the Qur’aan, the Sunnah and the Books of Islaamic creed? This will be a violation of the Book and the Sunnah, and an opposition to Allaah and His Messenger. By changing the real meanings of the Sharee’ah terms, we will be from those who distort the Book of their Lord and the Sunnah of their Messenger. Then what defence can be given for [such a deed]- is it to please the Kuffaar? The disbelievers will never be pleased with us until we abandon our religion. Allaah [The Exalted] said: [وَلَن تَرۡضَىٰ عَنكَ ٱلۡيَہُودُ وَلَا ٱلنَّصَـٰرَىٰ حَتَّىٰ تَتَّبِعَ مِلَّتَہُمۡۗ – Never will the Yahood nor the Nasaaraa be pleased with you [O Muhammad Peace be upon him] till you follow their religion]. [2:120]
Allaah said: [ وَدُّواْ لَوۡ تَكۡفُرُونَ كَمَا كَفَرُواْ فَتَكُونُونَ سَوَآءً۬ۖ – They wish that you reject Faith, as they have rejected (Faith), and thus that you all become equal (like one another)'[4:89] And if the intention of those who call for the substitution of the sharee’ah terminologies is to show gentleness to the kuffaar and to have good dealings with them, then this cannot be [done] by changing such sharee’ah terminologies; rather it can only be [done] through what Allaah has legislated regarding their affair. This comprises of the following affairs:
1.To invite them to Islaam, which is the religion Allaah has ordained for all of humakind. Allaah said: [ٱدۡعُ إِلَىٰ سَبِيلِ رَبِّكَ بِٱلۡحِكۡمَةِ وَٱلۡمَوۡعِظَةِ ٱلۡحَسَنَةِۖ وَجَـٰدِلۡهُم بِٱلَّتِى هِىَ أَحۡسَنُۚ – Invite (mankind, O Muhammad) to the Way of your Lord (i.e. Islaam) with wisdom (i.e. with the Divine Inspiration and the Qur’aan) and fair preaching, and argue with them in a way that is better. [16:125] Therefore, we invite them (to Islaam) for their rectification and happiness in this life and the next.
2.To make peace with them if they seek that. Allaah said: [وَإِن جَنَحُواْ لِلسَّلۡمِ فَٱجۡنَحۡ لَهَا وَتَوَكَّلۡ عَلَى ٱللَّهِۚ إِنَّهُ ۥ هُوَ ٱلسَّمِيعُ ٱلۡعَلِيمُ – But if they incline to peace, you also incline to it, and (put your) trust in Allaah. Verily, He is the All-Hearer, the All-Knower.” [8:61]
Likewise, to make peace with them if the Muslims are in need of making peace, and when there is an overriding benefit for the Muslims in making peace; just as the Prophet (sallal-laahu-alayhi-wasallam) made peace with the kuffaar at Hudaibiyyah. And by virtue of peace, diplomacy is (established) between them and the Muslims.
3.Not to be hostile towards them without due right. Allaah said: [وَلَا يَجۡرِمَنَّڪُمۡ شَنَـَٔانُ قَوۡمٍ عَلَىٰٓ أَلَّا تَعۡدِلُواْۚ ٱعۡدِلُواْ هُوَ أَقۡرَبُ لِلتَّقۡوَىٰۖ وَٱتَّقُواْ ٱللَّهَۚ إِنَّ ٱللَّهَ خَبِيرُۢ بِمَا تَعۡمَلُونَ – And let not the enmity and hatred of others make you avoid justice. Be just: that is nearer to piety, and fear Allaah]. [5:8]
4.To behave well towards those of them who behave well towards the Muslims; those who neither kill nor drive Muslims out of their homes. Allaah said:
لَّا يَنۡهَٮٰكُمُ ٱللَّهُ عَنِ ٱلَّذِينَ لَمۡ يُقَـٰتِلُوكُمۡ فِى ٱلدِّينِ وَلَمۡ يُخۡرِجُوكُم مِّن دِيَـٰرِكُمۡ أَن تَبَرُّوهُمۡ وَتُقۡسِطُوٓاْ إِلَيۡہِمۡۚ إِنَّ ٱللَّهَ يُحِبُّ ٱلۡمُقۡسِطِينَ
Allaah does not forbid you to deal justly and kindly with those who fought not against you on account of religion and did not drive you out of your homes. Verily, Allaah loves those who deal with equity. [60:8]
5: To have permissible beneficial dealings with them; in trade, exchange of beneficial information and utilization of the worldly sciences, and things that are of benefit in our lives.
6: To fulfil contacts made with them, and to honour the blood, wealth and rights of the Mu-aahideen (i.e. those none-muslims who have a treaty with the Muslims) because it is binding upon them to (fulfil their covenants with the Muslims) and the Muslims are to (fulfil their covenants with them). Allaah said: [فَمَا ٱسۡتَقَـٰمُواْ لَكُمۡ فَٱسۡتَقِيمُواْ لَهُمۡۚ – So long, as they are true to you, stand you true to them]. 9:7
And the ones forbidden to be killed are the Muslim and the Mu’aahid [i.e. the non-Muslim who has a treaty with the Muslims]. And indeed the Prophet said about the killing of a Mu’aahid, “Whoever kills a Mu’aahid will not even smell the fragrance of paradise and its fragrance can be smelled from the distance of forty years away”. [Bukhaari: No: 3166]
And whoever kills a Mu’aahid by mistake, it is as if he has killed a Muslim by mistake. He must pay blood money as expiation. Allaah said: [وَإِن ڪَانَ مِن قَوۡمِۭ بَيۡنَڪُمۡ وَبَيۡنَهُم مِّيثَـٰقٌ۬ فَدِيَةٌ۬ مُّسَلَّمَةٌ إِلَىٰٓ أَهۡلِهِۦ وَتَحۡرِيرُ رَقَبَةٍ۬ مُّؤۡمِنَةٍ۬ۖ – And if he belonged to a people with whom you have a treaty of mutual alliance, compensation (blood money – Diya) must be paid to his family, and a believing slave must be freed]. [4:92]
And finally, I advise these ones [those who called for a change of the sharee’ah terminologies] to repent to Allaah. They should not enter into an affair which they have neither mastered nor is it [something] they have specialized in, because that would be tantamount to speaking about Allaah without knowledge. Indeed, Allaah stated: [وَلَا تَقۡفُ مَا لَيۡسَ لَكَ بِهِۦ عِلۡمٌۚ – ‘And follow not (O man i.e., say not, or do not or witness not) that of which you have no knowledge].[17:36]
Allaah said: [قُلۡ إِنَّمَا حَرَّمَ رَبِّىَ ٱلۡفَوَٲحِشَ مَا ظَهَرَ مِنۡہَا وَمَا بَطَنَ وَٱلۡإِثۡمَ وَٱلۡبَغۡىَ بِغَيۡرِ ٱلۡحَقِّ وَأَن تُشۡرِكُواْ بِٱللَّهِ مَا لَمۡ يُنَزِّلۡ بِهِۦ سُلۡطَـٰنً۬ا وَأَن تَقُولُواْ عَلَى ٱللَّهِ مَا لَا تَعۡلَمُونَ – ‘Say (O Muhammad): (But) the things that my Lord has indeed forbidden are Al-Fawaahish (great evil sins, every kind of unlawful sexual intercourse) whether committed openly or secretly, sins (of all kinds), unrighteous oppression, joining partners (in worship) with Allaahfor which He has given no authority, and saying things about Allaah of which you have no knowledge]. [7:33]
Allaah placed speaking about Him without knowledge in a level above shirk due to its seriousness. And if it the case that these ones are aware of the subject matter regarding specialist knowledge and that a person cannot enter into that which is not his domain, just as one does not enter into the affair of medicine because it is not his domain, then why do they enter into the affairs of the sharee’ah, rather they enter into the most serious affairs of the sharee’ah, and that is the subject matter of Aqeedah, even though it is something they are not specialised in. I do not desire anything from this [speech] except to give advice and clarification”. [Ref 14]

[8] Hasan Hasan said:
“People say al-dawla excommunicates Muslims,” said Abu Moussa, using the term “al-dawla”, or State, in reference to Isis. “We don’t do that. Yes, we have no tolerance for anybody who opposes our message. Why do we fight the Free Syrian Army? We spread our message by proselytisation and sword. Ibn Taymiyyah said ‘the foundation of this religion is a book that guides and a sword that brings victory’. We guide and the sword brings victory. If someone opposes the message of the prophet, he faces nothing but the sword. As the prophet spread the message across the Earth, we are doing the same. When al-dawla first fought the Free Syrian Army, it was a problem for many. They did not believe the accusations. But later, one thing after another began to unfold and people started to accept them.”
Observation and Comments: Firstly, false Takfeer is ISIS’s religion. Shaikhul Ilsaam Ibn Taymiyyah [rahimahullaah] said: “The people of bidah, such as the khawaarij, they initiate an innovation [in the religion], excommunicate the one who opposes them and declare lawful the shedding of his [i.e. opponent’s] blood. These people [i.e. people of bidah] refute the bidah of each other, whilst he [i.e. the refuter] is also an innovator; so he refutes a bidah with another bidah, and falsehood with another falsehood”. [Ref 15]
Rather ISIS even excommunivates those upon their Bidah and ideology. Read here:

Finally, we say to Hasan, you would have been commended if you spoke about what you know for certain and refrain from speaking about that which do you do not know; however, your hatred for Salafiyyah and sick desire for fame did not allow you to refrain from slandering Salafiyyah and the Salafiyyoon. Indeed, the scholars of Islaam say, “Silence beatifies the scholar and conceals the affair of the ignorant one”.
