In The Name of Allaah, The Most Merciful, The Bestower of Mercy.
In an interview with Al Jazeera, Peter Galbraith stated that the Raafidah of Afghanistan are considered apostates and were massacred by their opponents in the past. Indeed, what we seek to briefly clarify in this article is the Sharee’ah ruling on the Raafidah Shiites as well as the fact that this ruling does not necessitate violence and oppression.
Firstly: Who Are The Foundation of The Astray Sects? Hafs Bin Humaid [may Allaah have mercy upon him] said, “I said to Abdullaah Ibnul Mubaarak [may Allaah have mercy upon him], ‘How many sects has this Ummah spilt into?’ So he said, ‘The foundation of the sects are four: the shia, the harooriyyah (i.e. khawaarij), the qadariyyah and the murji’ah. The shia split into twenty-two sects, the harooriyyah split into twenty-one sects, the qadariyyah split into sixteen sects and the murji’ah split into thirteen sects'”. Secondly: What is the Origin of the Raafidah Shiites: Question to Al-Allaamah Saaleh Al-Fawzaan [may Allaah preserve him]: “Is it correct that the first to innovate the school of thought of the Raafidah was Abdullaah Ibn Saba the Yahoodee?” Response: Yes, without a doubt. The Raafidah or the Shiites in general are of two types: the Shiites from the fire worshipers and the Shiites from the Yahood. They hide behind Islam in order to corrupt it. The Yahood plotted through Abdullaah Ibn Sabah and the first affair he began with was to ignite fitnah against Uthmaan [may Allaah be pleased with him]. Thirdly: What is the ruling on the Raafidah Shiites? Question to Al-Allaamah Rabee Bin Haadee Al-Madkhali [may Allaah preserce him]: “Our Shaikh (may Allaah preserve you); the questioner says, ‘What is the ruling on the common people of the Rawaafid (shia) and how do we deal with them?'”
Answer: The questioner differentiates between the common people and other than them. This is a good approach. The common people who neither speak ill of the wives of the Messenger of Allaah [peace and blessings of Allaah be upon him] nor do they excommunicate the companions, nor do they believe that the Qur’aan is distorted; but they have some Rafd [i.e. beliefs of the raafidah] and some hatred for the companions without excommunicating them and what is similar to (these deeds); then these ones are misguided innovators and we do not declare them disbelievers. And whoever joins their heretics in excommunicating Muhammad’s companions, speaking ill of the wives of the Messenger of Allaah and the filthy belief that the Qur’aan has been distorted, and that there is an addition and deficiency in it, then this (person) is a Kaafir [disbeliever]- similar to the disbelievers of the Yahood and Nasaaraa. There is no differentiation between their common people and their scholars (in this affair).
Question: How do we deal with them? Answer: If dealing with them is with regards to a worldly affair-business transactions and what is similar to that, it is permissible to trade with a Jew, a Christian and a Raafidee (Shiite); but as for co-operating with them in the affairs of religion, then never. [Allaah (The Most High)] said: [وَلَا تَعَاوَنُواْ عَلَى ٱلۡإِثۡمِ وَٱلۡعُدۡوَٲنِۚ -Do not help one another in sin and transgression][5:2] Rather their scholars and callers are boycotted and they are warned against. Finally: The Solid Principle of Loyalty to Believers Does Not Necessitate Oppression and Injustice Against Disbelievers
The precise principle regarding this loyalty and allegiance is when a person loves and supports the religion of the disbelievers and their creed. Whoever loves a disbeliever due to his religion or creed, or helps a disbeliever due to his religion or creed, then indeed he has fallen into this type loyalty and allegiance. The second type of loyalty is related to dealing with them in trade, visiting them and they visit you, giving gifts to one another etc This does not remove a person from the fold of Islam, rather at times it is permissible, such as being kind to a disbeliever who is not at war with the Muslim state, just as Allaah [The Exalted] said:
لَّا يَنۡهَٮٰكُمُ ٱللَّهُ عَنِ ٱلَّذِينَ لَمۡ يُقَـٰتِلُوكُمۡ فِى ٱلدِّينِ وَلَمۡ يُخۡرِجُوكُم مِّن دِيَـٰرِكُمۡ أَن تَبَرُّوهُمۡ وَتُقۡسِطُوٓاْ إِلَيۡہِمۡۚ إِنَّ ٱللَّهَ يُحِبُّ ٱلۡمُقۡسِطِينَ
Allah does not forbid you to deal justly and kindly with those who fought not against you on account of religion and did not drive you out of your homes. Verily, Allah loves those who deal with equity. [Surah Al-Mumtahina. Verse 8]
And at other times, this loyalty is forbidden, such as imitating their specific traits [i.e. either their un-Islamic customs and habits, whether clothing, appearance, behaviour or religious practices]. Sometimes this loyalty is recommended such as being kind to a disbeliever to draw his heart to Islaam and calling him to Islam, and at other times this loyalty is obligatory, such as kind treatment to non-Muslim parents. Allaah [The Exalted] said:
وَوَصَّيۡنَا ٱلۡإِنسَـٰنَ بِوَٲلِدَيۡهِ حَمَلَتۡهُ أُمُّهُ ۥ وَهۡنًا عَلَىٰ وَهۡنٍ۬ وَفِصَـٰلُهُ ۥ فِى عَامَيۡنِ أَنِ ٱشۡڪُرۡ لِى وَلِوَٲلِدَيۡكَ إِلَىَّ ٱلۡمَصِيرُ
وَإِن جَـٰهَدَاكَ عَلَىٰٓ أَن تُشۡرِكَ بِى مَا لَيۡسَ لَكَ بِهِۦ عِلۡمٌ۬ فَلَا تُطِعۡهُمَاۖ وَصَاحِبۡهُمَا فِى ٱلدُّنۡيَا مَعۡرُوفً۬اۖ وَٱتَّبِعۡ سَبِيلَ مَنۡ أَنَابَ إِلَىَّۚ ثُمَّ إِلَىَّ مَرۡجِعُكُمۡ فَأُنَبِّئُڪُم بِمَا كُنتُمۡ تَعۡمَلُونَ
And We have enjoined on man (to be dutiful and good) to his parents. His mother bore him in weakness and hardship upon weakness and hardship, and his weaning is in two years give thanks to Me and to your parents, unto Me is the final destination. But if they (both) strive with you to make you join in worship with Me others that of which you have no knowledge, then obey them not, but behave with them in the world kindly, and follow the path of him who turns to Me in repentance and in obedience. Then to Me will be your return, and I shall tell you what you used to do. [Surah Luqmaan. Verses 14-15]
A Muslim Helps An Oppressed non-Muslim Without Intending to Aid The non-Muslim’s Religion or Creed
Prophet Moosaa [peace and blessings of Allaah be upon him] helped the disbeliever who was from his nation against a person from the people of Firawn. Allaah [The Exalted] said:
وَدَخَلَ ٱلۡمَدِينَةَ عَلَىٰ حِينِ غَفۡلَةٍ۬ مِّنۡ أَهۡلِهَا فَوَجَدَ فِيہَا رَجُلَيۡنِ يَقۡتَتِلَانِ هَـٰذَا مِن شِيعَتِهِۦ وَهَـٰذَا مِنۡ عَدُوِّهِۦۖ فَٱسۡتَغَـٰثَهُ ٱلَّذِى مِن شِيعَتِهِۦ عَلَى ٱلَّذِى مِنۡ عَدُوِّهِۦ فَوَكَزَهُ ۥ مُوسَىٰ فَقَضَىٰ عَلَيۡهِۖ قَالَ هَـٰذَا مِنۡ عَمَلِ ٱلشَّيۡطَـٰنِۖ إِنَّهُ ۥ عَدُوٌّ۬ مُّضِلٌّ۬ مُّبِينٌ۬
And he entered the city at a time of unawareness of its people, and he found there two men fighting, – one of his party (his religion – from the Children of Israel), and the other of his foes. The man of his (own) party asked him for help against his foe, so Musa (Moses) struck him with his fist and killed him. He said: “This is of Shaitan‘s (Satan) doing, verily, he is a plain misleading enemy. [Surah Al-Qasas. Verse 15] (1)
Imaam Abdul Azeez Bin Baaz [may Allaah have mercy upon him] stated regarding the relationship between between a Muslim and a Non-Muslim: “He [i.e. the Muslim] must not oppress him – neither physically nor with regards to his wealth and honour. If the Non-Muslim is citizen in the Islamic state, a Mustamin or Mu’aahid, then his rights must be given. He must not be oppressed with regards to his wealth, such a theft, treachery nor deception”. Alliance with the non-Muslims is of two types – misunderstanding this affair leads people astray:
Treaties With The Non-Muslims: Is it Allegiance? Is it Apostasy?
Loyalty to Believers: Abu Umamah [may Allaah be pleased with him] said, “Allaah’s Messenger [peace and blessings of Allaah be upon him] said, ‘Whoever loves for the sake of Allah, hates for the sake of Allah, gives for the sake of Allah, and withholds for the sake of Allah has perfected the faith'”. [Saheeh Sunan Abee Daawud 4681]
The Prophets and the righteous are given full loyalty. There are believers who are given loyalty in one way but not the other, such as the open sinners – those whose sins have not removed them from the fold of Islam. The loyalty they receive necessitates that they are advised, commanded to do good and forbidden from evil. And the disavowal shown to them necessitates that they may be boycotted and the distinguished people of piety refrain from attending their funerals. (i.e. as a rebuke, so that others do not follow their footsteps, but not because they are disbelievers, rather their funeral is attended by other Muslims). (3)
Therefore, we say to Peter, just because the Raafidah Shiites -regardless where they live – are outside the fold of Islam due to the beliefs mentioned by Al-Allaamah Rabee does not mean that they are to be oppressed. Indeed, those who adhere to the upright teachings of the Prophet deal with the apostates – amongst the Raafidah Shiites and others – with justice. Reminder Regarding The Atrocities Committed By Peter’s Nation (America)
Allaah [The Exalted] said:
لَا تَحۡسَبَنَّ ٱلَّذِينَ يَفۡرَحُونَ بِمَآ أَتَواْ وَّيُحِبُّونَ أَن يُحۡمَدُواْ بِمَا لَمۡ يَفۡعَلُواْ فَلَا تَحۡسَبَنَّہُم بِمَفَازَةٍ۬ مِّنَ ٱلۡعَذَابِۖ وَلَهُمۡ عَذَابٌ أَلِيمٌ۬
Think not that those who rejoice in what they have done (or brought about), and love to be praised for what they have not done,- think not you that they are rescued from the torment, and for them is a painful torment. [Surah Aal Imran. Verse 188]
Imaam As-Sadi [may Allaah have mercy upon him] said: They want to be praised for that which they have not done and truth they have not uttered, so they combine evil doing and its statement, and rejoice in that. And they love to be praised for some good they have not done. (4)

[c] Barbaric Sanctions and Later on Invasion of Iraq: Do you remember the barbaric sanctions imposed on Iraq that resulted in the deaths of thousands of Iraqi children? Do you remember what some of your own journalists called an “act of military aggression launched on a false pretext!” There’s no need to give details regarding the suffering and lives lost because that is well documented. And do you remember the torture at Abu Ghuraib prison?! So, who deserves to be referred to as “Global Pariahs” – those Muslim rulers or those people whose false allegations against Muslim rulers you are happy to present as facts?!
Is it not amazing that when individuals of other nations [citizens of so-called third world nations] are guilty of crimes, they are prosecuted and imprisoned even after they’ve shown remorse and apologized, but when those whose allegations you parrot against some Muslim rulers apologize, then everything must be forgotten! There is no doubt that it is appreciated when a person apologizes for past crimes, but have they put in place the necessary steps to stop them from committing similar acts in future?! Indeed, their behaviour shows that this has not been the case because they invaded Iraq just recently [2003]. Their path is simply “The goal justifies the means” and most of their crimes went unpunished or there were few consequences. So, who deserves to be a called “Global Pariahs”- those Muslim rulers or your ideologues?!
The people said to Jundub [may Allaah be pleased with him], “Advise us.” He said: “The first thing of the human body to putrefy is the abdomen, so he who can eat nothing but good food [halaal and earned lawfully] should do so, and he who does as much as he can that nothing intervenes between him and paradise by not shedding even a handful of blood [i.e. unlawful killing], should do so.” [Bukhaari 7152]
ISIS (so called Islamic State and their supporters) commit murder and cause corruption due to their religious innovations, and your masters – those whose allegations you parrot against some Muslim rulers – cause corruption in the earth in name of liberty and freedom, cherry picking oppressors and then desiring to be seen as those who bring about rectification in the earth. Allaah [The Mighty and Majestic] said:
وَإِذَا قِيلَ لَهُمۡ لَا تُفۡسِدُواْ فِى ٱلۡأَرۡضِ قَالُوٓاْ إِنَّمَا نَحۡنُ مُصۡلِحُونَ
أَلَآ إِنَّهُمۡ هُمُ ٱلۡمُفۡسِدُونَ وَلَـٰكِن لَّا يَشۡعُرُونَ
وَإِذَا قِيلَ لَهُمۡ ءَامِنُواْ كَمَآ ءَامَنَ ٱلنَّاسُ قَالُوٓاْ أَنُؤۡمِنُ كَمَآ ءَامَنَ ٱلسُّفَهَآءُۗ أَلَآ إِنَّهُمۡ هُمُ ٱلسُّفَهَآءُ وَلَـٰكِن لَّا يَعۡلَمُونَ
And when it is said to them: ‘’Make not mischief on the earth,” they say: “We are only peacemakers. Verily! They are the ones who make mischief, but they perceive not. And when it is said to them [hypocrites]: ‘’Believe as the people [followers of Muhammad] have believed,’’ they say: ‘’Shall we believe as the fools have believed?’’ Verily, they are the fools, but they know not. [Surah Al-Baqarah. Verse 11-13]
Imaam Ibnul Qayyim [may Allaah have mercy upon him] him: They are liars, mischief makers and trapped in mischief making. Allaah said: [أَلَآ إِنَّهُمۡ هُمُ ٱلۡمُفۡسِدُونَ – Verily! They are the ones who make mischief]. Allaah described them as a people who are upon extreme ignorance and that they definitely do not possess (sound) perception due to the fact that they are mischief makers. Therefore, ponder upon the way in which perception was negated from them in this Aayah! Then knowledge was negated from them when Allaah [The Most High] stated that they said: [أَنُؤۡمِنُ كَمَآ ءَامَنَ ٱلسُّفَهَآءُۗ – Shall we believe as the fools have believed], so Allaah [The Most High] said: [أَلَآ إِنَّهُمۡ هُمُ ٱلسُّفَهَآءُ وَلَـٰكِن لَّا يَعۡلَمُونَ -verily, they are the fools, but they know not].
Allaah [The Most High] negated knowledge from them due to their foolishness and lack of (upright) perception -a severe dispraise and (declaration) of their ignorance, because (of the fact that although one is truly) a mischief maker (but) completely unaware of it, even though its effects is well known and witnessed by Allaah’s slaves. This shows the severe corruption of one’s intellect and sources of knowledge.
Also, he is a foolish person and foolishness is the height of ignorance that occurs due to lack of knowledge of that which would benefit him in his worldly life, his afterlife, his purpose (of life) and what is contrary to that. So, when he (finds) himself in this situation, whilst being unaware of his state of affairs, then this is the most wretched state of a human being.
[Upright] knowledge was negated from him due to his foolishness, which of a surety is an affirmation of his ignorance and (upright) perception was negated from him due to mischief making, which of a surety is due to corruption in his mental faculties. Therefore, these three verses are statements of absolute certainty against them regarding their ignorance and corrupt mental faculties, because they believe that mischief making is peace making and that evil is something good. (5)
Imaam Fudayl Ibn Iyaad [may Allaah have mercy upon him] said, “O miserable one! You are disobedient yet you see yourself as a good-doer; you are ignorant yet you see yourself as a scholar; you are miserly yet you see yourself as a generous person; you are an idiot yet you see yourself as a sensible person, and your lifespan is short yet your hopes are prolonged”. Imaam Adh-Dhahabi [may Allaah have mercy upon him] said, “I swear by Allaah, (Fudayl) spoke the truth! You (O miserable one) are an oppressor yet you see yourself as one who is oppressed; you eat haraam yet you see yourself as one who fears (Allaah); you are a rebellious evil person yet you see yourself as someone who is just; you seek knowledge for the sake of the worldly things yet you see yourself as one who seeks it for the sake of Allaah”.(6)
Our Relationship With Non-Muslim Rulers and The Citizens
Imaam Muhammad Bin Saaleh Al-Uthaymeen [may Allaah have mercy upon him] said:
Likewise I invite you [i.e. Muslims] to have respect for those people who have the right that they should be respected, from those between you and whom there is an agreement (of protection) [i.e. Non-Muslims]. For the land which you are living is such that there is an agreement between you and them. If this were not the case they would have killed you or expelled you. So preserve this agreement, and do not prove treacherous to it, since treachery is a sign of the hypocrites, and it is not from the way of the Believers. And know that it is authentically reported from the Prophet that he said : “Whoever kills one who is under an agreement of protection will not smell the fragrance of Paradise.”
Do not be fooled by those sayings of the foolish people : those who say : ‘Those people are Non-Muslims, so their wealth is lawful for us [i.e. to misappropriate or take by way of murder and killing].’ For by Allaah – this is a lie. A lie about Allaah’s Religion, and a lie in Islamic societies.
So we may not say that it is lawful to be treacherous towards people whom we have an agreement with. O my brothers. O youth. O Muslims. Be truthful in your buying and selling, and renting, and leasing, and in all mutual transactions. Because truthfulness is from the characteristics of the Believers, and Allaah – the Most High – has commanded truthfulness – in the saying of Allaah – the Most High – “O you who believe – fear and keep you duty to Allaah and be with the truthful”
And the Prophet encouraged truthfulness and said : “Adhere to truthfulness, because truthfulness leads to goodness, and goodness leads to Paradise; and a person will continue to be truthful, and strive to be truthful until he will be written down with Allaah as a truthful person“.
And he warned against falsehood, and said : “Beware of falsehood, because falsehood leads to wickedness, and wickedness leads to the Fire. And a person will continue lying, and striving to lie until he is written down with Allaah as a great liar.”
O my brother Muslims. O youth. Be true in your sayings with your brothers, and with those Non-Muslims whom you live along with – so that you will be inviters to the Religion of Islaam, by your actions and in reality. So how many people there are who first entered into Islaam because of the behaviour and manners of the Muslims, and their truthfulness, and their being true in their dealings.
