Discussion With a Muslim Teenager Regarding The Slogan “Voice or Power of The People or The Majority”


In The Name of Allaah, The Most Merciful, The Bestower of Mercy.

The teenager said: We hear the term “Voice of The Majority” at College. What do the upright scholars of Islam say about this term?

We said to him, it seems that you are referring to the term “Democracy”. It is said that the word democracy comes from the Greek words “demos”, meaning people, and “kratos” meaning power. Therefore, democracy is considered to be “power of the people” and its proponents say that it is a government in which the supreme power is vested in the people and exercised by them directly or indirectly through a system of representation usually involving periodically held elections. Therefore, we understand from this that in a democracy every sane adult is given a chance to be heard. This idea seems very appealing and attractive, but the Creator of the heavens and the earth legislated that humankind should return to the guidance of the Messengers [peace and blessings of Allaah be upon them] in all affairs. Shaikhul Islaam Ibn Taymiyyah [may Allaah have mercy upon him] said: “And even though there is something in the paths of analogical reasoning and reflection that will lead to knowledge, however sometimes it cannot give detail explanation in a dispute between the people of the earth due to the minute details and ambiguities [in that dispute], and at other times due to the fact the people differ when prioritizing necessities. Therefore, due to this Allaah [The Most High] commanded [us] to return to the revelation in times of dispute. Allaah [The Most High] said:

كَانَ ٱلنَّاسُ أُمَّةً۬ وَٲحِدَةً۬ فَبَعَثَ ٱللَّهُ ٱلنَّبِيِّـۧنَ مُبَشِّرِينَ وَمُنذِرِينَ وَأَنزَلَ مَعَهُمُ ٱلۡكِتَـٰبَ بِٱلۡحَقِّ لِيَحۡكُمَ بَيۡنَ ٱلنَّاسِ فِيمَا ٱخۡتَلَفُواْ فِيهِ‌ۚ

Mankind were one community (i.e. upon Tawheed and Allaah’s Sharee’ah) and Allah sent Prophets with glad tidings and warnings, and with them He sent the Scripture in truth to judge between people in matters wherein they differed]. [Surah Al-Baqarah’ Aayah 213] Therefore, Allaah [The Most High] designated the revealed Books [i.e. the Qur’aan being the final of them] as the judge between the people in matters wherein they differ”. (1)

The Prophet [peace and blessings of Allaah be upon him] said, “Banee Israa’eel used to be ruled and guided by prophets. Whenever a prophet died, another would take over his place. There will be no prophet after me, but there will be Caliphs who will increase in number.” The people asked, “O Allah’s Messenger! What do you order us (to do)?” He said, “Obey the one who will be given the pledge of allegiance first. Fulfil their (i.e. the Caliphs) rights, for Allah will ask them about (any shortcoming) in ruling those Allah has put under their guardianship”. [Saheeh Al-Bukhaaree 3455]

“Banee Israa’eel used to be ruled and guided by prophets”. Imaam Ibn Hajr [may Allaah have mercy upon him] said, “Whenever corruption appeared amongst them, Allaah sent them a Prophet to rectify their affairs and put an end to that which they changed in the rulings of the Torah”. (2)

Indeed, this was what Allaah legislated for followers of the previous Prophets, but after the advent of Muhammad [peace and blessings of Allaah be upon him], humankind have been commanded to follow his path and this is what the statement “Muhammad is the Messenger of Allaah” necessitates. It necessitates belief in everything he has stated, obey him in everything he has commanded, keep away from everything he has forbidden and worship Allaah only based on what Allaah and Muhammad have legislated. Allaah [The Exalted] said:

[وَمَا أَرْسَلْنَا مِن رَّسُولٍ إِلَّا لِيُطَاعَ بِإِذْنِ اللَّهِ – We sent no Messenger, but to be obeyed by Allah’s Permission]. [Surah An-Nisaa. Verse 64]

This is the purpose regarding which Allaah sent the Messengers, to be obeyed. It is not enough to say, “I testify that Muhammad is a Messenger”, rather this testification necessitates that one follows the one who has been sent, obey his command, keep away from what he has forbidden and believe in everything he has stated. This is the true establishment of the statement “Muhammad is the Messenger of Allaah”, because the Messenger brought three affairs- commands, prohibitions and news, so whoever testifies to Muhammad’s Messenger ship must believe in everything Muhammad has stated. The testimony that Muhammad is Allaah’s Messenger necessitates that he is followed just as the testimony that “There is no deity worthy of worship except Allaah” necessitates that one establishes pure Islamic monotheism and sincerely devotes all the religion to Allaah alone. Muhammad [peace and blessings of Allaah be upon him] is a Messenger of Allaah and a Messenger’s most important task is to convey the words of Allaah. Allaah said: [وَمَا عَلَى الرَّسُولِ إِلَّا الْبَلَاغُ – The Messenger’s duty is only to convey (the message)]. [Surah An-Noor. Aayah 54]

Indeed, the Messenger [peace and blessings of Allaah be upon him] did convey the message clearly. There is no good except that he has guided the Ummah to it and there is no evil except that he warned the Ummah against it. Therefore, whoever testifies that “Muhammad is the Messenger of Allaah” must submit to everything Muhammad has conveyed. Allaah said: [وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانتَهُوا – And whatsoever the Messenger (Muhammad) gives you, take it, and whatsoever he forbids you, abstain (from it)]. [Surah Al-Hashr. Verse 7]

Allaah [The Exalted] said:

فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّىٰ يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا فِي أَنفُسِهِمْ حَرَجًا مِّمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا

But no, by your Lord, they can have no Faith, until they make you (O Muhammad) judge in all disputes between them, and find in themselves no resistance against your decisions, and accept (them) with full submission. [Surah An-Nisaa. Aayah 65]

Allaah [The Exalted] said: [وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إِذَا قَضَى اللَّهُ وَرَسُولُهُ أَمْرًا أَن يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أَمْرِهِمْ – It is not for a believer, man or woman, when Allah and His Messenger have decreed a matter that they should have any option in their decision]. [Surah Al-Ahzaab. Verse 36]

So, the Messenger must be obeyed in what he has commanded and whoever obeys him has obeyed Allaah. Allaah [The Exalted] said: [مَّن يُطِعِ الرَّسُولَ فَقَدْ أَطَاعَ اللَّهَ – He who obeys the Messenger (Muhammad), has indeed obeyed Allah]. [Surah An-Nisaa. Verse 80]

Allaah [The Exalted] said: [قُلْ إِن كُنتُمْ تُحِبُّونَ اللَّهَ فَاتَّبِعُونِي يُحْبِبْكُمُ اللَّهُ – Say (O Muhammad to mankind): “If you (really) love Allah then follow me (i.e. accept Islamic Monotheism, follow the Qur’an and the Sunnah), Allah will love you”]. [Surah Aal Imraan. Verse 31]

The scholars refer to this verse [i.e. Verse 31, Surah Aal Imraan] as the verse that puts a person to trial regarding his (or her) claim, so whoever claims that he loves Allaah, then let him put himself to trial based on what will manifest evidence regarding his truthfulness in this matter. (3)

Therefore, only perfect criterion between right and wrong in society can neither be achieved based on popular taste and the view of the majority nor is the majority the basis of truth. Allaah [The Exalted] stated about the previous nations: [وَمَا وَجَدۡنَا لِأَڪۡثَرِهِم مِّنۡ عَهۡدٍ۬‌ۖ وَإِن وَجَدۡنَآ أَڪۡثَرَهُمۡ لَفَـٰسِقِينَ – And most of them We found not (true) to their covenant, but most of them We found indeed Fasiqun (rebellious, disobedient to Allah). [Surah Al-A’raaf. Aayaat 100-102]

Meaning: The majority of the nations -to whom Allaah [The Most High] sent Messengers-were not true to their covenant. Neither were they steadfast nor did they adhere to the commands of Allaah; nor did they submit obediently to the commands of Allaah which the Messengers ordered them to obey; rather they followed their desires, except a very few of them. The majority of them turned away from guidance out of arrogance, so Allaah sent them various types of punishment. (4)

Imaam Abdul Azeez Bin Baaz [may Allaah have mercy upon him] said: Let every Muslim be careful of being deceived by the great numbers [of people upon such and such idea, view, belief, way of life etc], whilst saying: ‘’Indeed, the people have become such and such, and have become accustomed to such and such, so I am with them’’. This is a great calamity, for indeed many people of the past were destroyed due to this [i.e. blindly following the majority]. Therefore, O sensible one! It is obligated on you to examine yourself; take account of yourself and adhere to the truth, even if the people abandon it. Beware of what Allaah has forbidden, even if the people do it, for indeed the truth is more worthy of being followed, just as Allaah [The Most High] said: [وَإِنْ تُطِعْ أَكْثَرَ مَنْ فِي الْأَرْضِ يُضِلُّوكَ عَنْ سَبِيلِ اللَّه ِ -And if you obey most of those on earth, they will mislead you far away from Allah’s Path. [Surah Al An-aam Ayah 116]

And Allaah [The Most High] said: [ وَمَآ أَڪۡثَرُ ٱلنَّاسِ وَلَوۡ حَرَصۡتَ بِمُؤۡمِنِينَ-And most of mankind will not believe even if you desire it eagerly] [Surah Yusuf Ayah 103]. (5)

Imaam Ibnul Qayyim [may Allaah have mercy upon him] said: When the hypocrites and those in whose hearts there is a disease saw that the party of Allaah [i.e. the believers] were small in number and the enemies of Allaah were numerous, they thought that victory would be for those who were huge in number. Allaah [The Most High] says that the hypocrites said: [غَرَّ هَـٰٓؤُلَآءِ دِينُهُمۡ – These people (Muslims) are deceived by their religion]. [Surah Anfaal Ayah 49]. So, Allaah [Glorified be He and Free is He From all Imperfections] informed [them] that victory is achieved through placing one’s trust and reliance upon Allaah and not due to being huge in number, for indeed Allaah [The Most High] cannot be defeated; rather Allaah [The Most High] is All-Wise and He aids those who deserve help, even if they are weak. Allaah is the All-Wise and All-Mighty, and this necessitates that He will aid the party that truly relies upon Him. (6)

Al-Allaamah Muqbil Bin Haadee Al-Waadi’ee may Allaah have mercy upon him] said: If numbers is the scale by way of which you judge, then the majority are mostly blameworthy; and if persuasive speech and eloquence is the scale by way of which you judge, then indeed Allaah described the Munaafiqoon that they have tongues that utter beautiful speech. Allaah said: [وَإِن يَقُولُواْ تَسۡمَعۡ لِقَوۡلِهِمۡ – And when they speak, you listen to their words]. [Surah Al-Munaafiqoon. Aayah 4]

Therefore, what is given consideration is that one knows the people of truth by their characteristics – that they call to the Book of Allaah and the Sunnah of Allaah’s Messenger [peace and blessings of Allaah be upon him, his family and companions], and they neither desire reward from the people nor seeking to be thanked. (7)
Allaah [The Exalted] stated about Fir’awn – the wicked disbeliever and deceiver:

[فَٱسۡتَخَفَّ قَوۡمَهُ ۥ فَأَطَاعُوهُ‌ۚ إِنَّهُمۡ كَانُواْ قَوۡمً۬ا فَـٰسِقِينَ – Thus he [Fir’aun (Pharaoh)] befooled and misled his people, and they obeyed him. Verily, they were ever a people who were Fasiqun (rebellious, disobedient to Allah)].

He be fooled their intellects, called them to misguidance and they responded to him. (8) He stirred up their feelings, befooled their intellects and thus deprived them of intelligence through his plots and misguidance. (9) He sought to make a fool of them to follow him and thus they quickly responded and followed. He befooled their intellects, so they followed him. [إِنَّهُمۡ كَانُواْ قَوۡمً۬ا فَـٰسِقِينَ – Verily, they were ever a people who were Fasiqun (rebellious, disobedient to Allah)]- Meaning, this why they hastened to obey that wicked sinner and misguided individual. (10)

Fir’awn deceived them through those doubts, which were portrayed as something true. He deceived his people and his chiefs through words that neither carried any reality nor were such words a means by way of which truth could be distinguished from falsehood. And those words cannot deceive, except the possessors of feeble intellects. Fir’awn did not possess any proofs; rather he only stated that he was the king of Egypt (at the time) and that the rivers flow beneath him? He did not produce any proof to nullify the message brought by Musa [peace be upon him], even though Musa had few followers, found it hard to express himself clearly and did not possess the riches that Firawn possessed. However, the fact of the matter is that Fir’awn’s chiefs had no common sense, so they followed whatever he said -whether truth or falsehood. And because they were rebellious sinners, Fir’awn beautified shirk and evil for them. (11)

Therefore, right and wrong is not determined by the majority, rather it is determined by the truth sent down by Allaah.

Seeking After Leadership

Narrated Abu Musa [may Allaah be pleased with him]: Two men from my tribe and I entered upon the Prophet [peace and blessings of Allaah be upon him]. One of the two men said to the Prophet, “O Allaah’s Messenger! Appoint me as a governor”, and so did the second. The Prophet said, “We do not assign the authority of the ruling to those who ask for it, nor those who are keen to have it”. [Saheeh Al-Bukhaari, Hadeeth Number 7149]

Firstly, besides the fact that seeking after leadership is forbidden, democracy presents everyone with the opportunity to seek leadership, and even a manipulative, opportunistic and deceitful person can hide his intentions and seek authority through voting. Al-Allaamah Saaleh al-Fawzaan [may Allaah protect him] stated, “And as for the elections (that are) well-known (and implemented) today in the various nations, then they are not from the Islamic order. Chaos, personal aspirations enter into them, as do greed and favouritism (bias). Tribulations and the shedding of blood result from them and the desired goal is not attained by them. Rather, they are just a ground for bids (i.e. campaigns), buying and selling and false claims”. (12)

Al-Allaamah Rabee Bin Haadee Al-Mad’khalee [may Allaah protect him] stated, “How many violations against the religion are committed by way of elections, such as having alliances with atheist parties, communist and innovated parties and what that necessitates with regards to destruction of Al-Walaa Wal Baraa (loyalty and disassociation for the sake of Allaah)? How much money is spent and stolen from the Muslims in the the name of Islam? And the Muslims spend it bribing those who will vote for them by lying and falling into sin”. (13)

Al-Allaamah Badiyuddeen Shah Sindee [may Allaah have mercy upon him] said: “Some of our brothers have accepted democracy and have mistaken it for Islaam. It is astonishing how they have accepted a western ideology while being AhleHadeeth. Did the Messenger of Allaah [peace and blessings of Allaah be upon him] give us this ideology, did the rightly guided Khulafaa give us this ideology, or did the four Imaams give us this ideology? Who gave us this ideology? An ideology emerged from Europe and you accepted, you deemed the path of the Messenger deficient! Let me ask you one question. Are there any opposing political parties in the Sharee’ah. If the government was established for the sake of Allaah, and someone stood in opposition of it, what would become of him? There would be hostility everywhere. Democracy safeguards these hostilities, and this is why evil is given a chance to exist. It is for this reason that these people who are starving for power attempt to win power and fight (amongst each other). Has Islaam not taught you how to run the governments? Did the Messenger [peace and blessings of Allaah be upon him] not establish an Islamic government in the midst of the kingdom of disbelief (i.e. whilst the disbelievers were present and had been in charge prior to that)? How did the Messenger establish this government? He acted upon Allaah’s guidance and he was successful, Allaah gave him victory and success. All forces were in opposition to the Messenger and they still are- the forces of these selfish maulvis (religious leaders), the forces of saints (peers), and the forces of the wealthy. All of these groups are against each other but are united against Allaah’s Messenger. The time came when the Messenger was given victory, and he announced on the hill of Safaa, “There is none worthy of worship except Allaah alone, and He aided His salve, and completed His promise, and He by Himself defeated the forces”. This is Islaam, and this is our methodology, and this is our leader (i.e. Muhammad – peace and blessings of Allaah be upon him)]. (14)

Secondly, democracy opens the door of rebellion and the ideology of the khaarijites through so called peaceful protests. Imaam Muhammad Ibn Saaleh Al-Uthaymeen [may Allaah have mercy upon him] said, “There is no khurooj (rebellion) with the sword except that it is preceded by rebellion with the tongue”. (15) Al-Allaamah Saaleh Al-Fawzaan [may Allaah protect him] stated, “It is not a condition that the khawaarij have to carry weapons, rather he (the person) is from the khawaarij and upon their school of thought if he believes in declaring Muslims disbelievers due to major sins (they commit). If he incites (the people) against the one in charge of the affairs through sermons and writing, this is the school of thought of the khawaarij even if he does not carry weapons. The khawaarij are of different types- amongst them are those who carry weapons, there are those who speak like the who said to the Messenger [peace and blessings of Allaah be upon him], “Be Just”, and amongst them are those who write and amongst them is the one who believes in his heart, but he neither speaks nor does anything; however he has the belief of the khawaarij in his creed. But some of them are worse than others. (16)

Thirdly, democracy uproots the foundation of Bay’ah to the Muslim ruler and opens the door of betrayal. Al-Allaamah Saalih al-Fawzaan [may Allaah protect him] said, “The oath of allegiance is only to the leader of the Muslims. These various oaths of allegiance (given to different groups and parties) are innovated and they are from the cause of splitting. The Muslims who are living in one country or one kingdom should have one allegiance to one leader. It is impermissible to have several types of oaths of allegiance”. (17)

Finally, the Messenger [peace and blessings of Allaah be upon him] said, “Verily he lives long among you will see a lot of differing, so you must keep to my Sunnah and to the Sunnah of the Khulafaa ar-Rashideen [the rightly guided caliphs]. Adhere to it with your molar teeth (i.e. adhere to it firmly). And beware of newly invented matters [in the religion], for every newly invented matter [in the religion] is a bidah [innovation in the religion], and every bidah is misguidance”. [Abu Dawood. Number 4607] [Tirmidhee. Number 2676]

Imaam Maalik [may Allaah have mercy upon him] said, “The latter part of this Ummah [i.e. those who will come after the Salaf] will not be rectified except by way of that which rectified it’s earlier part [i.e. the Salaf].’’ And he said: ‘’Whoever innovates a bidah in Islaam and considers it to be something good, then indeed he has claimed that Muhammad betrayed the Risaalah (i.e. the message he was entrusted with); because Allaah said: [ٱلۡيَوۡمَ أَكۡمَلۡتُ لَكُمۡ دِينَكُمۡ – This day, I have perfected your religion for you]. Therefore, what was not part of the religion at that time [i.e. during the time of the Messenger] cannot be part of the religion today (i.e. after his departure from this world)”.
