The Colonial and Post-Colonial Mentality of the French Mutaffifoon and Their Ilk


In The Name of Allah, The Most Merciful, The Bestower of Mercy.

Allah [The Exalted] said:

إِنَّا عَرَضۡنَا ٱلۡأَمَانَةَ عَلَى ٱلسَّمَـٰوَٲتِ وَٱلۡأَرۡضِ وَٱلۡجِبَالِ فَأَبَيۡنَ أَن يَحۡمِلۡنَہَا وَأَشۡفَقۡنَ مِنۡہَا وَحَمَلَهَا ٱلۡإِنسَـٰنُۖ إِنَّهُ ۥ كَانَ ظَلُومً۬ا جَهُولاً۬

Truly, We did offer Al-Amanah (the trust or moral responsibility or honesty and all the duties which Allah has ordained) to the heavens and the earth, and the mountains, but they declined to bear it and were afraid of it (i.e. afraid of Allah’s Torment). But the human being bore it. Verily, he was unjust (to himself) and ignorant (of its results). [Surah Al-Ahzaab. Verse 72]

Abu Dharr [may Allah be pleased with him] reported that Allah’s Messenger [peace and blessings of Allah be upon him] said, “Allah – The Almighty – said, ‘O My servants! I have forbidden injustice for Myself and I have forbidden it among you, so do not oppress one another'”. [Saheeh Muslim 2577]

Al-Allaamah Saaleh Al-Fawzaan [may Allaah preserve him] said: Dhulm (injustice) is three types according to the people of knowledge (i.e. the scholars). The most severe of these is shirk, and why is shirk called Dhulm (injustice)? That is because the foundation of injustice is to place something in other than its rightful place. Shirk means to direct acts of worship to other than its rightful place and this is the greatest injustice because when they (humankind and Jinn) directed acts of worship to other than its rightful place and to those who are not deserving of it, they equated the created to the Creator and a weak one to Al-Qawiy [Allah- The One Perfect in Strength], who is able to do everything. Therefore, is there any greater injustice after this?! The second type of Dhulm (injustice) is committed when a person oppresses himself by committing sins. A sinner oppresses himself because he exposes himself to punishment, even though it is obligated to him to save himself and place himself in an appropriate situation, and that is to obey Allah. The third type of Dhulm is when a person commits injustice against others by taking their wealth, backbiting and spreading tales about them, violating their honour through backbiting, slander, or shedding their blood by way of unlawful murder, beating them, inflicting injuries, and degrading them without right. There is no question that the first type of injustice (Shirk) is the root of all corruption in the world because when humans and Jinn turn away from the final revelation, whose foundation is to worship Allah alone and obey the seal of the Prophets, they will undoubtedly choose a different path that will lead to injustice. Imaam Ibn Al-Qayyim [may Allaah have mercy upon him] said, “Whoever ponders the circumstances of the world will discover that every rectification is due to Tawheed, worshipping Allah alone, and obedience to His Messenger (Muhammad). And all evil in the world, trial, affliction, paucity (of livelihood), being overpowered by an enemy, and everything else is the result of opposition to the Messenger and the call to a path other than the path of Allah and His Messenger (in every era). Whoever really ponders and analyses the circumstances of the world–from its beginning to the time Allah will take it away and those on it–will realise this matter in general and in specific (circumstances). And there is no might or power except with Allah – The Most High, The Most Great”. (2)

Imaam Ibn Al-Qayyim [may Allah have mercy upon him] also said, “Everyone with a modicum of (sound) intellect understands that the corruption and devastation of the world occur as a result of giving precedence to opinion over divine revelation and (evil) desires over sound intellect. These two evil goals are not ingrained in a heart except that its ruin is inevitable, nor in a nation except that its affairs are entirely corrupted”. (3)

Shaikh Al-Islam Ibn Taymiyyah [may Allaah have mercy upon him] said, “Even though there is something in the paths of analogical reasoning and reflection that will lead to knowledge, however, it cannot always provide a detailed explanation in a dispute between the people of the earth due to minute details and ambiguities (in that dispute), and at other times due to the fact that people differ when it comes to prioritising necessities. As a result, Allah [The Most High] directed us to return to the revelation in times of disagreement. Allah [The Most High] said:

كَانَ ٱلنَّاسُ أُمَّةً۬ وَٲحِدَةً۬ فَبَعَثَ ٱللَّهُ ٱلنَّبِيِّـۧنَ مُبَشِّرِينَ وَمُنذِرِينَ وَأَنزَلَ مَعَهُمُ ٱلۡكِتَـٰبَ بِٱلۡحَقِّ لِيَحۡكُمَ بَيۡنَ ٱلنَّاسِ فِيمَا ٱخۡتَلَفُواْ فِيهِ‌ۚ

Mankind was one community (i.e. upon Tawheed and Allah’s Shari’ah) and Allah sent Prophets with glad tidings and warnings, and with them, He sent the Scripture in truth to judge between people in matters wherein they differed]. [Surah Al-Baqarah. Ayah 213]

Therefore, Allah [The Most High] ordained that the divinely revealed Books [the Qur’an being the final of them] should be the final arbiter in disputes between the people”. (4)

Throughout history, failure to obey this command has resulted in injustice and transgression. We read in history books about colonialists’ oppressive behaviour between the 15th and 18th centuries, when they plundered other places, particularly Africa, looted natural resources, and brought millions of people to the United States to work on plantations. Following the ostensible termination of this brutal enterprise in some of the colonies, it was replaced with neo-colonialist barbarism. As a result, in 1884, the selfish and repressive colonialists convened in Berlin and resolved to split the colonies among themselves. Then came a time when they decided to offer so-called independence to some of the colonies, and what an offer that was! In one offer of independence, the vile colonialists promised independence to the colonised, but first, the colonised must agree to deposit 85% of their bank reserves with the colonial ministry of finance. In addition, the companies of the greedy colonialists have the ‘Right of first refusal’ over all of the discovered or yet-to-be-discovered minerals in the former colonies. The language of the colonialists must be established as the official language in the former colonies, the colonialists must have a military presence in the former colonies, the military of the former colonies can only be trained by the military of the colonialists, the former colonies can only acquire military equipment from the colonialists, the former colonies cannot form military alliances with their neighbours, and they must fight on the side of the colonialists in the event of war. This is how some of them treated the colonies, yet they have the gall to claim that the nations they have plundered and oppressed for almost 400 years are to blame for their poverty. Additionally, they constantly seek to demoralise the former colonies by describing their economic conditions in various ways, at times referring to them as “The Third World,” “Under-developed countries,” “Developing Countries,” etc.

Recently, we read a statement of the head of Afghanistan’s Central Bank that the country’s supply of physical U.S. dollars is “close to zero.” Afghanistan has some $9 billion in reserves, but most of it is held outside the country, with some $7 billion held in U.S. Federal Reserve bonds, assets and gold. The country did not receive a planned cash shipment amid the Taliban offensive. “The next shipment never arrived,” he wrote. “Seems like our partners had good intelligence as to what was going to happen.” He said the lack of U.S. dollars will likely lead to a depreciation of the local currency and hurt the country’s poor. This is one method used by the cruel neo-colonialists to ruin the economies of other countries. How many of them actually practise what they preach about ethics in their everyday mutual dealings with the former colonies?!

Also, it is impossible for nations that are constantly in debt to international or global loan sharks to regain control of their economies. A common example is that once a country has a high level of debt, lenders can easily gain the upper hand through structural adjustment policies (SAPs), which secure debt repayment and economic restructuring. As a result, the weaker nation may be forced to cut spending on essential social services, such as health care, education, and development, while debt repayment is prioritised, as is the potential of providing the lender with easy access to the country’s natural resources. This is commonly known, and anyone who conducts an investigation will find a wealth of information on the issue. Indeed, there is no benefit in providing financial help that will make a country permanently dependent on another country due to usury. Debt is a hardship in and of itself, let alone when it is coupled with usury from greedy and tyrannical neocolonialists. Aa’isha [may Allaah be pleased with her] narrated that the Prophet [peace and blessings of Allaah be upon him] used to invoke Allaah in the prayer (before the Tasleem) saying:

اللَّهُمَّ إِنِّي أَعُوذُ بِكَ مِنْ عَذَابِ الْقَبْرِ وَأَعُوذُ بِكَ مِنْ فِتْنَةِ الْمَسِيحِ الدَّجَّالِ، وَأَعُوذُ بِكَ مِنْ فِتْنَةِ الْمَحْيَا وَفِتْنَةِ الْمَمَاتِ، اللَّهُمَّ إِنِّي أَعُوذُ بِكَ مِنَ الْمَأْثَمِ وَالْمَغْرَمِ

O Allaah, I seek refuge with You from the punishment of the grave and from the trial and affliction of Maseeh Ad-Dajjaal and from trial and affliction of life and death. O Allaah, I seek refuge with You from sins and from being in debt. [Bukhaari, Hadeeth Number: 832]

Imaam Ibnul Qayyim [may Allaah have mercy upon him] said: “The Prophet [peace and blessings of Allah be upon him]combined (in this supplication seeking Allah’s shelter from) sins and debt, since, sins necessitate loss in the Hereafter and debt necessitates loss in the worldly life”. (5)

Also with regards to buying and selling, Shaikh Abdul Waahid Abu Khadeejah [may Allaah preserve him] stated: “The way that countries buy and sell with each other does not always help people in poor countries. Producers of crops like wheat and rice will usually sell to the country that will pay them the most for it, so poor countries cannot compete and therefore cannot buy crops to feed their people. So these poor people have to grow their own crops to feed themselves. In many poor countries, the rich farmers grow cash crops such as fruit and flowers that they sell to rich countries and their profit often does not help the poor people. So the Muslim is always encouraged to give aid to those less fortunate so that no one in the land remains hungry, unclothed or unsheltered. Islam has no problem with people becoming wealthy so long as the poor not are neglected; they must be taken care of, helped, educated and empowered to look after themselves. Wealthier Muslims are obligated to give in charity (zakāt) every year, and each Ramadān (zakāt al-fitr)”. (6)

Pay attention to what Shaikh Abu Khadeejah [may Allaah preserve him] stated above about empowering and educating poor people as opposed to what the greedy colonialists stated in the past! Cecil Rhodes stated: “We must find new lands from which we can easily obtain raw materials and at the same time exploit the cheap slave labour that is available from the natives of the colonies. The colonies would also provide a dumping ground for the surplus goods of our factories.” Nye Bevin stated: “Africa is a valuable source of manpower and raw materials. The US is very barren of essential minerals. In Africa, we have them all.” Larry Summers stated: “I think the economic logic behind dumping a load of toxic waste in the lowest wage country is impeccable and we should face up to that.”

Indeed, these are people who never deal justly with others; rather they take as much as they desire and give less or nothing in return. Allaah [The Exalted] said:

وَيۡلٌ۬ لِّلۡمُطَفِّفِينَ
ٱلَّذِينَ إِذَا ٱكۡتَالُواْ عَلَى ٱلنَّاسِ يَسۡتَوۡفُونَ
وَإِذَا كَالُوهُمۡ أَو وَّزَنُوهُمۡ يُخۡسِرُونَ
أَلَا يَظُنُّ أُوْلَـٰٓٮِٕكَ أَنَّہُم مَّبۡعُوثُونَ
لِيَوۡمٍ عَظِيمٍ۬
يَوۡمَ يَقُومُ ٱلنَّاسُ لِرَبِّ ٱلۡعَـٰلَمِينَ

Woe to Al-Mutaffifin [those who give less in measure and weight (decrease the rights of others)], those who, when they have to receive by measure from men, demand full measure, and when they have to give by measure or weight to men, give less than due. Think they not that they will be resurrected (for reckoning), on a Great Day, the Day when (all) mankind will stand before the Lord of the ‘Alamin (mankind, jinns, and all that exists)? [Surah Al-Mutaffifeen]

In addition, the Neocolonialists pursue a more devastating agenda of cultural or ideological war, which they inherited from King Louis IX, who was arrested in 1250 while on a crusade against the Egyptian Muslims. After paying a significant ransom, he was eventually freed from prison. However, while in prison, he used his time to scheme against Islam and Muslims, therefore Shaytaan inspired him with the following plots: To begin, the struggle on the battlefield between Christians in the West and Muslims should be replaced with a war of ideas and cultural superiority. Second, prepare the West to corrupt Muslims’ beliefs and tarnish Islam’s image around the world. (8)

Imaam Abdul Azeez Bin Baaz [may Allaah have mercy upon him] was asked: What is the definition of intellectual (or ideological) war in your view?

Answer: Intellectual (or ideological) war is a modern term meaning a host of efforts undertaken by one nation to overcome or influence another nation until it leads it to a specific orientation. It is more dangerous than a military expedition because indeed an intellectual (or ideological) war tends to be in secret and the aims are hidden at the beginning; so the nation being invaded (intellectually or ideologically) neither perceives it nor is it prepared to stop and confront it, until it falls prey to it. And the result is that this nation will become decadent in thought and perception – loving what its enemy wants it to love and hate what it wants it to hate. It is a chronic disease that destroys nations, takes away their personality, and removes the meanings of their true identity and strength in that. The nation that is afflicted by it neither perceives what has befallen it nor knows about it, so therefore it becomes a difficult task to cure this nation, and making it understand the path to guidance is something difficult. This (intellectual or ideological) war takes place through the general educational and cultural curricula, mass media, literature (or publications) – small and large, and other matters relating to nations. The enemy behind (this nation) hopes to divert it from its (sound) creed and make it cling to what it presents to it. We ask Allaah for safety and well-being.

Question: Are the Arabs in general and Saudi Arabia in particular exposed to this type of (intellectual or ideological) war?

Answer: Yes, the Muslims in general- including the Arabs and others, the Kingdom of Saudi Arabia and others- have been subjected to a great intellectual war in which the nations of Kufr – from the East and West – gathered against them; and one of the most severe and dangerous of that is the Christian Crusade (intellectual war), the Zionist (intellectual war) and the atheistic communist (intellectual war). As for the Christian Crusader war, it is at its most intense at present. Since Salah al-Din al-Ayyubi’s victory over the Crusaders who invaded Muslim countries with force and weapons, the Christians realized that this war of theirs, even if it achieved victories, is temporary and does not last; therefore, they thought of a more harmful alternative after studies and meetings regarding what would be more dangerous than armed conflicts, which is that the Christian nations – individually and collectively – carry out an intellectual invasion of the young Muslims, because conquering the heart and mind is more probable than conquering the land.

A Muslim whose thoughts have not been polluted cannot bear to see a Kaafir being in charge of authority to give commands and prohibitions in his country, and that is why he works with all his might to expel and distance him, even if he has to give his life and the most expensive price for that, and this is what happened after the great victories of the invading Crusader armies.

As for the Muslim who is subjected to this vicious invasion (i.e. intellectual or ideological war), he becomes unperceptive and sick in his thoughts, because he does not see a danger in the presence of Christians (invaders) or others in his land; rather he may see that this is one of the signs of goodness and one that helps in progression and civilization. So, the Christians (invaders) suffice with the intellectual war, because it is stronger and more established, for what need do they have to send armies and spend money in the presence of those (brainwashed Muslims) who do what they want with the children of Islam, intentionally or unintentionally, with or without a price?! Therefore, they do not resort to fighting Muslims openly with weapons and force, except in the rare and necessary cases that call for it urgently, as happened in the war against Uganda or Pakistan, or when there is a need for it to establish their programs and organizations, and set up institutions that would carry out fierce intellectual war, as happened in Egypt, Syria, Iraq, and others before the evacuation.

As for the Zionist ideological (or intellectual war), it is like (the Crusader ideological war), and they spare no effort to corrupt the Muslims in their morals and beliefs. They have ambitions in Muslim countries and elsewhere. They have plans, some of which have been fulfilled, and they are still working hard to achieve the rest. Even if they fight Muslims with force and weapons, and seized some of their lands, they also fight them with their thoughts and beliefs. This is why they spread – within the ranks of the Muslims – false principles, (innovated) religious paths, and sects, such as freemasonry, Qaadiyaaniyyah, Bahaa’iyyah, Tijaaniyyah and other than them, and they seek the help of Christians and others to achieve their goals and objectives. The Prophet of Islam would not kill diplomats, ambassadors, emissaries or foreign delegations even if they were sent by the worst of his enemies.
